Many companies can provide these moisturizers, and some are specifically designed for tattooed skin. Using one could save you money and time reapplying the products you buy.

Some brands offer protective seals to spray or rub on gently over your concealer. This provides an invisible barrier to further protect it against rubbing off on your clothes, or washing off in the rain or water. Purchasing one of these can save you more money, and avoid the embarrassment of the cosmetics rubbing off.
